Delivery owns coordination and readiness gates; it does not erase the specialist owner behind a technical acceptance.

Procedures, maintenance information, change control and learning.
Operations owns the current operating basis and change record while retaining the origin of specialist assumptions.
A capability is complete only when the next team can read it.
The operating record carries assumptions forward, names acceptance boundaries and leaves an evidence trail that survives a handover.
