A large handover can still leave the operating owner uncertain about which assumption governed a setting, which test closed a requirement or which open condition remains active.

Continuity begins earlier than the final package. Every delivery gate can preserve the reason for a decision and connect it to the evidence that later teams will need.

This does not require an exposed CMS or an internal dashboard on a public website. The site can explain the method and show a representative record while the real controlled systems remain private.
